FAA issues updates on grounding of Boeing 737-9 MAX aircraft and gives Boeing 90 days to provide new comprehensive safety action plan

During an all-day safety discussion at FAA Headquarters on Tuesday, FAA Administrator Mike Whitaker informed top Boeing officials that the aircraft manufacturer must develop a comprehensive action plan to address its systemic quality-control issues to meet FAA’s non-negotiable safety standards.

“Boeing must commit to real and profound improvements,” Administrator Whitaker said following the meeting with Boeing Chief Executive Officer and President Dave Calhoun and his senior safety team. “Making foundational change will require a sustained effort from Boeing’s leadership, and we are going to hold them accountable every step of the way, with mutually understood milestones and expectations.”

Administrator Whitaker told Boeing that he expects the company to provide the FAA a comprehensive action plan within 90 days that will incorporate the forthcoming results of the FAA production-line audit and the latest findings from the expert review panel report, which was required by the Aircraft Certification, Safety, and Accountability Act of 2020.

The plan must also include steps Boeing will take to mature its Safety Management System (SMS) program, which it committed to in 2019. Boeing also must integrate its SMS program with a Quality Management System, which will ensure the same level of rigor and oversight is applied to the company’s suppliers and create a measurable, systemic shift in manufacturing quality control.

“Boeing must take a fresh look at every aspect of their quality-control process and ensure that safety is the company’s guiding principle,” Administrator Whitaker said.

Boeing Oversight Activities

On February 12, Administrator Whitaker was on Boeing’s factory floor in Renton, Washington, to see the 737 production line and hear directly from Boeing engineers, mechanics, and others about quality control processes. The Administrator also went to the Alaska Airlines headquarters to discuss the left mid-cabin door plug that blew out of Alaska Airlines Flight 1282 on January 5 while in flight.

The FAA has halted production expansion of the Boeing 737 MAX, is exploring the use of a third party to oversee Boeing, and will wrap up its enhanced oversight audit of Boeing’s production and manufacturing quality systems in the coming weeks. An investigation into Boeing’s alleged noncompliance is also underway.

2023 Safest Year for Flying By Several Parameters

The International Air Transport Association (IATA) released its 2023 Annual Safety Report for global aviation. Aviation continues to make progress on safety with several 2023 parameters showing “best-ever” results.

There were no hull losses or fatal accidents involving passenger jet aircraft in 2023. However, there was a single fatal accident involving a turboprop aircraft, resulting in 72 fatalities. There were 37 million aircraft movements in 2023 (jet and turboprop), an increase of 17% on the previous year.

Report highlights include:
•    The all accident rate was 0.80 per million sectors in 2023 (one accident for every 1.26 million flights), an improvement from 1.30 in 2022 and the lowest rate in over a decade. This rate outperformed the five-year (2019-2023) rolling average of 1.19 (an average one accident for every 880,293 flights).
•    The fatality risk improved to 0.03 in 2023 from 0.11 in 2022 and 0.11 for the five years, 2019-2023. At this level of safety, on average a person would have to travel by air every day for 103,239 years to experience a fatal accident.
•    IATA member airlines and IATA Operational Safety Audit (IOSA) registered airlines experienced no fatal accident in 2023.
•    A single fatal accident occurred in 2023, on a turboprop aircraft, resulting in 72 fatalities. This is reduced from five fatal accidents in 2022 and an improvement on the five-year average (2019-2023) which was five.

"2023 safety performance continues to demonstrate that flying is the safest mode of transport. Aviation places its highest priority on safety and that shows in the 2023 performance. Jet operations saw no hull losses or fatalities. 2023 also saw the lowest fatality risk and ‘all accident’ rate on record. A single fatal turboprop accident with 72 fatalities, however, reminds us that we can never take safety for granted. And two high profile accidents in the first month of 2024 show that, even if flying is among the safest activities a person can do, there is always room to improve. This is what we have done throughout our history. And we will continue to make flying ever safer,” said Willie Walsh, IATA’s Director General.

Regional Safety Performance

The 2023 all accident rate improved compared to 2022 for all regions with the exceptions of North America and Asia Pacific. No regions experienced a jet hull loss in 2023. Asia-Pacific recorded a fatal turboprop hull loss, a loss-of-control accident in Nepal in January 2023 with 72 fatalities.  As a consequence, all regions except Asia-Pacific recorded a fatality risk of zero in 2023.

•    North America: The all accident rate rose from 0.53 per million sectors in 2022 to 1.14 in 2023, but remained better than its 5-year average for the region of 1.21. The largest proportion of accidents in 2023 were related to landing gear collapses.

•    Asia-Pacific: The all accident rate increased from 0.56 per million sectors in 2022 to 0.78 in 2023, but was better than the 5-year average for the region of 1.06. The fatality risk rate per million sectors rose for Asia-Pacific operators from 0.00 in 2022 to 0.16, owing to the fatal accident in Nepal in January 2023, which was due to loss of control in flight.

•    Africa: The all accident rate improved from 10.88 per million sectors in 2022 to 6.38 in 2023, better than the 5-year average of 7.11. In 2023, there were no fatalities. This region has had no jet hull losses or fatal accidents since 2020. Additionally, 2023 marked the fifth occurrence of Africa reporting zero fatal turboprop accidents, with the first instance recorded in 2015. Under the Focus Africa initiative, IATA introduced CASIP to enhance aviation safety in Africa. CASIP efforts are continuing to partner with states to increase implementation of ICAO Standards and Recommended Practices (SARPs). The Global Aviation Safety Plan (GASP) as well as AFI Regional Aviation Safety Plan for Effective Implementation (EI) of ICAO ISARPs have increased the minimum SARPs implementation threshold to 75% or greater (from 60%). Only 12 of Africa’s 54 states meet this new threshold indicating the need for significant improvements.

DRF Luftrettung orders up to 10 additional H145s

German helicopter emergency medical services operator DRF Luftrettung and Airbus Helicopters have announced orders for up to ten H145 helicopters (seven firm orders, three options).

With the new order of ten additional H145s, we continue to ensure the optimal service for our patients by keeping the helicopter fleet as modern and flexible as possible for our life-saving missions,” said Dr. Krystian Pracz, CEO of DRF Luftrettung.

"As an operator that deploys its fleet for emergency medical services, the DRF Luftrettung truly understands the importance that a helicopter's performance can have in making a decisive difference in the care a patient receives. We are therefore very grateful for the continued trust that they place in our helicopters," said Thomas Hein, Head of Europe Region at Airbus Helicopters. "We are proud to see that over the last decade the H145 has become the backbone of DRF Luftrettung's fleet performing life-saving missions in Germany and Europe."

London Gatwick cuts its own vehicle (Scope 1) emissions by 90% after swapping diesel for Hydrotreated Vegetable Oil

Hydrotreated Vegetable Oil is a sustainable and lower-carbon option to fuel diesel vehicles

All 300 diesel vehicles, 85% of London Gatwick’s fleet, will now be powered by HVO

The swap to HVO is another step towards the airport’s commitment to being net zero for its own Scope 1 and 2 emissions by 2030

Photo London Gatwick
London Gatwick has cut carbon emissions from its diesel vehicles by 90% by swapping the fuel for Hydrotreated Vegetable Oil (HVO). The switch means London Gatwick will save more than 950 tonnes of carbon emissions per annum.

HVO is a low-carbon biofuel made from plant waste, oils and fats making it a more sustainable and lower-carbon alternative to diesel.

All 300 diesel vehicles, 85% of London Gatwick’s fleet, are now powered by HVO until they are retired from use. They will then be replaced by electric vehicles as part of the airport’s sustainability policy, Decade of Change.

Some of the vehicles that are now powered by HVO include all the airport’s fire engines, airside operations vehicles and snow ploughs. An extensive trial concluded that HVO had no impact on the performance of the vehicles, meaning the fire engines still have the capability to respond to callouts anywhere on the airfield within three minutes.

Steve Kelso, Head of Engineering, at London Gatwick, said: “The implementation of Hydrotreated Vegetable Oil to power our 300 diesel vehicles is an exciting milestone for London Gatwick’s sustainability journey and a big step in our fleet transition. It is vital we invest in sustainably sourced HVO to reduce emissions in all areas as soon as possible on our journey to reach net zero for our own Scope 1 and 2 emissions by 2030.

AutoFlight successfully performs world's first inter-city demonstration flight

Flight from Shenzhen to Zhuhai took just 20 minutes across the Pearl River Delta, a journey that would take three hours by car.

Demonstration flight showcased AutoFlight’s cutting-edge aviation technology in a highly complex environment, bordering multiple international airports and home to approximately 86 million people.

Flight path is one of 100 eVTOL aerial vehicle routes local government is developing as part of expansive “low-altitude economy” strategy.

Flight was uncrewed and fully autonomous, with certification for crewed passenger flights anticipated within approximately two years.

Unique aspect of eVTOL zero-emissions, pure-electric aviation lies in the aircraft’s vertical take-off capabilities, eliminating the need for a runway, and utilizing wings to preserve energy during cruising, rendering eVTOL aviation both affordable and sustainable.

AutoFlight, the eVTOL pioneer, presented the world’s first inter-city electric air-taxi demonstration flight between the southern Chinese cities of Shenzhen and Zhuhai, earlier this week.

AutoFlight’s five-seater Prosperity eVTOL (electric vertical take-off and landing) aircraft completed a significant milestone by autonomously flying the 50km (31 miles) route from Shenzhen to Zhuhai. The flight from Shenzhen to Zhuhai across the Pearl River Delta took just 20 minutes, a journey that would require three hours by car. This achievement marks the world’s first public flight of an eVTOL aircraft on a cross-sea and inter-city route, spanning across the bay where the Pearl River meets the sea, connecting the two southern Chinese cities of Shenzhen and Zhuhai.

This flight marks a significant milestone in the development and road to certification of this exciting new form of mobility. The route between Shenzhen and Zhuhai is part of the future air traffic scenario planned by the regional government as it develops its “low-altitude economy” strategy that will see the opening of thousands of vertiports and hundreds of eVTOL airs routes across the Greater Bay Area in southern China. Low-altitude application scenarios will include passenger transport, tourism, logistics and emergency services. In the short term, plans are in development to achieve 300,000 cargo UAV flights in this region per year.

The Helicopter Company (THC) signs historic framework agreement for up to 120 Airbus helicopters

THC expands its fleet with a firm order for eight H125s and ten H145s

The Helicopter Company is at the forefront of developing commercial helicopter services in the Kingdom, having introduced the H145 into service for Emergency Medical Services (EMS) and deployed both the H145 and H125 in support of the Dakar Rally. Last year the company took delivery of its first ACH160 for Red Sea Global tourism operations.

The Helicopter Company (THC), Saudi Arabia's premier provider of commercial helicopter services and fully owned by the Public Investment Fund, has signed a historic framework agreement with Airbus at the HAI Heli-Expo, currently taking place at Anaheim Convention Center, California.

The framework agreement will include up to 120 Airbus helicopters of various types set to be delivered over the next five to seven years. Part of the deal is a firm order for eight H125s along with 10 H145s that are converted options from an earlier contract, bringing THC’s total firm Airbus helicopter fleet to 60, 25 of which are already in service today.

The new H125 helicopters will support the delivery of THC’s range of services in areas including aerial work and tourism. The H145s will be used in a variety of roles including Emergency Medical Services (EMS) and corporate transport.

“Our relationship with THC started in 2020 with the first contract for 10 H125s. Since then, it’s gone from strength to strength, moving beyond just helicopters to also look at how we can help pave the way for the use of Sustainable Aviation Fuel in the region. This latest framework agreement reinforces the scope of our offering and we thank THC for allowing us to help expand their helicopter activity,” said Bruno Even, Airbus Helicopters CEO.

The CEO of THC, Capt Arnaud Martinez, said, “We are delighted to announce our framework agreement with Airbus, a transformative moment in our growth journey which solidifies our position as a global player as well as regional leader. The agreement will enable us to both contribute to the Kingdom’s Vision 2030 goals through strengthening Saudi’s aviation sector whilst also meeting the changing needs of our growing customer base, both locally and globally. Our collaboration with Airbus will reshape the aviation landscape as together, we will push the boundaries of innovation and showcase that with the right partner, everything is possible in aviation.”
